본 연구에서는 스마트시티의 개념 및 그 변화ㆍ확장 과정들을 살펴보고 이러한 변화에 대한 국내 전국 시· 군들의 대응 방식을 살펴보았다. 스마트시티는 여러 국가 및 도시에서 정책적으로 많이 채용하고 있는 개념이지만그 출발점이 다양하기 때문에 현재까지 합의에 이르지 못하고 있다. 본 연구에서는 스마트시티의 다양한 출발점 및배경을 살펴보고, 국내 스마트시티 정책 전환에 대한 키워드를 분석하였으며 국가 스마트시티 정책의 시사점을 도출하였다. 또한 국내외 스마트시티 정책의 등장 배경 및 그 전환들에 대해 검토 후 스마트시티 추진 주체인 지자체들에 이러한 정책들이 실제 영향을 미치고 있는지에 대하여 전국 지자체들을 대상으로 수행한 설문조사를 통하여분석하였다. 분석 결과, 혁신에 대한 키워드 빈도가 현재 스마트시티와 관련하여 가장 빈도수가 높은 키워드 그룹으로 확인되었으며, 도시통합운영센터라는 물리적 공간과 도시통합플랫폼이라는 기능적 통합을 위한 소프트웨어는향후 국내 스마트시티의 가장 기본적 인프라로 작동할 것으로 판단된다.
Abstract
This research examined the concept of a smart city, its changes and expansion processes, and how local governments in Korea respond to theses changes. The concept of a smart city is widely used in numerous different countries and cities. However, the concept of a smart city still does not have a consensus because it comes from different origins. In this paper, different origins and backgrounds of a smart city were reviewed. In addition, the policy change of a smart city were discussed through a keyword analysis and the implications of a national smart city policy were suggested. The background of the domestic and foreign smart city policy was also examined along with the results of the questionnaire survey of local governments to investigate whether these policies are actually affecting them. The keyword frequency for innovation has been identified as the most frequent keyword group in relation to the smart city, and it is expected that the software for functional integration of the physical space of the city integration operation center and the city integration platform will serve as the most basic infrastructure of the smart city in the future.
