이 논문은 지역수준의 사회, 경제적 발전전략에 근본적 영향을 미치게 될 u-City 사업의 제도화방안을 모색하고자 한다. 유비쿼터스 기술의 지역수준에의 도입, 확산으로 지방정부에서 지역주민의 삶에 이르기까지 커다란 변화가 예상된다. 아직까지 u-City 사업은 기술적, 산업적, 환경적 요인 등이 복잡하게 작용하여 그 파급효과의 예측이 쉽지 않지만 지역문제의 해결과 지역가치 창출의 유용한 사업으로 인식된다. 이런 맥락에서 지방정부가 u-City 사업에 영향을 미치는 제도화 변수에 대한 전략적 대응과 정책방안에 초점을 맞추고자 한다. 아울러 향후 u-City 서비스모형의 개발과 확산에 의해 본격화될 u-City 사업을 위한 정책적 시사점을 제언하고자 한다.
Abstract
This paper elucidating the subject of institutionalization of u-City project are large scaled and affect the fundamentals of social and economic development in local government. Thanks to development and spreading of u-information technologies, a new u-City project is enforced in society nowadays, where u-City services are bound to become its essential component. Being an irrevocable part of Regional development strategy, it is necessary for local government to control institutionalization variables in u-City strategy and policy. This study can be utilized as a direction and guideline for new u-City project by developmenting and diffusing service model.
