초록

The purpose of this article is to evaluate the process of democratization in the Philippines since the 1986 "People Power", focusing on major political actors including traditional political elites, newly emerging political elites, and the mass public. Current results of democratic transition of the Philippines since 1986 are not satisfied by any standard. The most important responsibility of those outcomes belongs to traditional elite groups who have dominated Philippine politics since the Spanish colonial period. Next, newly emerging political elites are also responsible for the unsatisfactory results of the transition. Lastly, the mass public, who could not have shared any practical benefits from the process, has the potential power to make those political elites move in the right direction toward democracy for the Philippine people.
