본 연구는 1965년 싱가포르 독립 이후 1975년 한–싱 수교에 이르기까지 10년간의 외교 형성과정을 냉전기의 구조 속에서 재구성하였다. 싱가포르의 비동맹․실용 외교와 한국의 안보․경제 병행 전략을 중심으로, 국가기록원 외교문서와 싱가포르의 더 스트레이츠 타임즈 등 1차 사료를 분석하였다. 연구 결과 수교 이전 10년은 단순한 준비기가 아니라 신생 중소국들이 자율성과 실용성을 결합해 외교적 공간을 창출한 시기였다. 싱가포르의 ‘경제협력 우선–외교 후속’ 노선과 한국의 ‘정치외교 중심–경제 보완’ 전략은 서로 다른 현실주의 외교의 양상을 보여준다. 본 연구는 냉전사의 강대국 중심 서술을 넘어 중소국 간 상호작용의 네트워크를 복원함으로써, 한국과 싱가포르 관계를 ‘냉전기 중소국 외교의 실험실’로 재위치화하는 시도였다.
Abstract
This study analyzes the decade-long diplomatic formation between Korea and Singapore—from Singapore’s independence in 1965 to their establishment of formal relations in 1975—within the structural framework of the Cold War. Focusing on Singapore’s non-aligned and pragmatic diplomacy and Korea’s dual pursuit of security and economic growth, it examines primary sources such as diplomatic documents from the National Archives of Korea and The Straits Times of Singapore. The findings suggest that the ten years preceding official recognition were not a mere preparatory stage but a formative period in which newly independent small and medium-sized states combined autonomy and pragmatism to create diplomatic space within the Cold War order. Singapore’s “economy-first diplomacy” and Korea’s “political-centered, economically complementary” approach reveal distinct yet convergent modes of realist foreign policy. By transcending great-power–centered narratives, this study restores the networked interactions among small states and re-positions Korea–Singapore relations as a “laboratory of small-state diplomacy.” It argues that the Cold War was not only a confrontation between superpowers but also a dynamic arena where emerging nations negotiated survival through pragmatism and strategic balance. This research thus contributes to understanding of Asia’s multi-layered diplomatic landscape.
