한중수교 이전 양국관계 발전과정을 통해 본 비정부행위자의 역할 및 정부와 협력관계 (1979~1989년)

초록

국가 중심적인 시각에서, 수교 이전 1980년대 한중관계는 국제환경에 의해 수동적으로 설정된 공간이거나 정부 간 교류 부재에 의해 멈춰진 공간이다. 그러나 분명한 사실은 이 시기 한중관계는 변화와 발전이 공존한 역동적인 공간이라는 것이다. 그리고 이러한 역동성의 원천은 비단 정부행위자에 국한된다고 볼 수 없다. 1980년대에 한중 비정치교류 분야에서 활동한 비정부행위자는 동아시아 냉전과 한국전쟁으로 약 30년간 단절된 한중 양국관계에 새로운 변화를 이끌었다. 본 논문은 1980년대 한중관계의 변화와 발전과정을 설명하기 위해 정부-비정부행위자 협력에 주목한다. 왜 비정부행위자는 정부와 협력했을까? 그리고 정부와 협력관계 속에서 비정부행위자는 어떤 역할을 담당했을까? 분석 결과, 한중수교 이전 비정부행위자는 개인 혹은 집단의 이익에 자발적으로 반응하고 있었다. 그리고 정부는 이러한 비정부행위자를 외교적으로 활용했다. 이때 정부-비정부행위자 협력에서 나타난 비정부행위자의 역할은 정보제공, 중개, 대리로 확인되었다.

Abstract

From a state-centric perspective, the Korea-China relationship in the 1980’s before diplomatic relations was either a space set passively by the international environment or a space stopped by the absence of intergovernmental exchanges. However, it is clear that Korea-China relations during this period are dynamic spaces where change and development coexist. And the source of this dynamism cannot be considered to be limited only to state actors. Non-state actors(NSAs) active in the field of non-political exchanges between Korea and China in the 1980’s led to new changes in bilateral relations between Korea and China, which had been cut off for about 30 years due to the East Asia Cold War and the Korean War. This paper focuses on state-NSAs cooperation to explain the change and development process of Korea-China relations in the 1980’s. Why did non-state actors cooperate with the state? And what role did non-state actors play in the cooperative relationship with the state? With regard to the role of the non-state actors in the development of relations between China and South Korea from 1979 to 1989 before the establishment of diplomatic relations, this study divides the time into three periods: the beginning period, the expansion period, and the mature period of non-political exchanges between China and South Korea. Each period also respectively elaborates and analyzes the role of non-state actors as providing information, ties, and agents.
