본 논문은 1960년대 한국의 경제발전과 향후의 외교관계에 많은 영향을 미친 한일국교정상화와 베트남 파병이 사실은 세계적 차원에서 변화되어 가고 있던 냉전체제와 미국의 세계전략, 그리고 동아시아 냉전수행전략의 큰 틀에서 이루어진 일들이었다는 점에 초점을 맞추고 있다. 이에 본 논문은 한일국교정상화와 베트남파병이라는 사건들 뒤에 작동하고 있는 위계적 국제정치조직원리, 냉전수행의 국제적 역할분담체제, 구조적 힘의 다차원적 균형 등을 의식하면서 양 사건의 연계를 보여주고자 하며, 특히 미국이 일련의 사건들을 어떻게 총체적으로 어떻게 의식하고 조정해 나갔는지 밝히고자 한다. 자유민주주의 진영의 지도국인 미국은 자국의 경제력과 군사력에 대한 총체적 판단 하에서 진영 내의 역할분담체제를 재조정하는데, 1960년대 중반의 냉전은 한국-일본-베트남의 축으로 새로운 역할분업체제를 만들어가는 과정이었다. 그 가운데 한일국교정상화가 우선적으로 이루어지고, 이후에 한국과 베트남간의 군사적 협력관계가 이루어져야 하는 것이었다. 결국, 1960년대 미국의 동아시아 냉전전략은 통합과 대응이었고, 한국은 통합 속에 편입되는 대신 국익을 극대화하는 전략을 추진하였다고 볼 수 있겠다.
Abstract
This article examines two most significant events in South Korea's foreign policy in 1965, the diplomatic normalization with Japan and troop dispatch to Vietnam from the perspective of the changes in global Cold War confrontation, East Asian balance of power, and the US strategy of fighting the Cold War in the 1960s. Theoretically, two events need to be analyzed on the basis of substantial hierarchical organization of international relations, international division of function in the Cold War confrontation, and multifaceted balance of structural power. The United States felt the need torestructure the division of function system in the mid-1960s according to the evaluation of its military and economic power, resulting in the formation of ROK-Japan-Vietnam linkage in East Asia. The US strategy in the 1960s was, in a word, "integrate and contain," leaving South Korea the room to make full advantage of this change maximizing its national interests.
