Abstract

As disaster risks became everyday life and more complex, the traditional risk management paradigm which saw risks abnormal and focused on the end of pipe measures for disaster recovery with the development of technologies and laws takes not practical effect any more. With the increasing integrity and interdependence among critical infrastructures it is difficult to differentiate natural disaster from artificial disaster. Moreover it is almost impossible to find out causes of disaster risks and to measure their impacts. Ignorance of risks is increasing. The normalization and increasing uncertainty of disaster risks make the policy of risk management based on the knowledge of risks more and more useless. It is now requested that a new strategy of risk management should be pursued, which is founded on the concept of resilience emphasizing more the capacity of adaptation to uncertain disaster risks routinized in modern society rather than the ability to remove risks. Resilience is the capacity of a social-ecological system to absorb distrubance and reorganize while undergoing change so as to retain the same functions and identity. The new strategy of risk management based on the concept of resilience seek not only to enhance robustness and redundancy of social physical assets, for example critical infrastructures, but also to improve robustness, redundancy, resourcefulness, and rapidity in social organization and social culture, in order to expand social capacity of risk management. Resilience can be enhanced in the way that appropriate policies enable could enable more and more citizens with a new citizenship to be engaged in finding diverse solutions for disaster risks and to participate in emergency training.
