한국의 달 탐사 개발사업은 2020년까지의 추진될 예정이다. 장기적인 사업기간과 대규모 투자, 기술개발의 불확실성, 고도의 융합기술체제 등을 특징으로 하는 전형적인 R&D사업으로서 실질적인 우주개발국가의 진입을 의미하게 될 것이다. 본 연구는 향후 약 7,357억 원의 사업비가 소요되는 사업의경제적 가치를 추정하기 위한 선험적 연구이다. 국가사업으로 추진되는 새로운 사업에 대한 경제성을판단하는데 종종 이용되는 가상가치평가법(CVM)을 적용한 결과, 약 2조 7480억원의 경제적 가치가있는 것으로 추정되었다. 그리고 설문조사 결과, 절대 다수의 국민들이 해당 사업에 대해 지지의사를밝히고 있음을 확인하였다. 이와 같은 결과는 비용-편익분석 또는 산업연관분석 등의 직접적인 경제적효과에 의존하는 연구결과와는 다소 차이가 있다. 그러나 공공재의 성격을 지니는 국책사업의 가치를판단하는데 의의가 있는 실증결과라고 할 수 있다.
Abstract
Korea’s lunar exploration project(KLEP) will be proceeded until the year of 2020. The projectwill make its way into the entrance of substantial space developing country with the tasks oflong-term period of project, huge amount of investment, high standard of combined technology. This paper is previously intended to study the presumed economic value of the project which willinvest about 735.7 billion korean won(KRW). The result of study using CVM estimatedapproximately 2,748 billion won of economic value, The applied CVM is often applied to decideeconomical efficiency of national project. Also, the opinion survey of study made sure that theproject is receiving strong public support. The result of this analysis shows there are more or lessdifferences from the cost benefit(B/C) analysis or I/O analysis, but it has been proved that thesignificant decision making of national property project is essential.
