과학기술의 영향력의 증대와 더불어 과학교육의 중요성 역시 강조되고 있지만 우리나라의 공공과학교육시설은 매우 미흡한 상황이다. 이에 우리나라는 2007년 개관을 목표로 국립과학관을 신축 중이다. 국립과학관 신축에는 막대한 예산이 소요되기 때문에 보다 효율적인 사업집행을 위해서는 비용-편익분석의 시행이 필수적이다. 본 연구는 조건부 가치측정법을 이용하여 국립과학관 신축의 편익을 추정하였다. 분석결과, 국립과학관을 신축하기 위한 가구당 연간 지불의사액은 추정방법에 따라 3,189원에서 3,810원으로 계산되었다. 본 연구는 국립과학관 신축의 공익적 가치와 관련한 정책적 시사점을 제시한다. 즉, 응답자들이 국립과학관을 일정수준이상의 편익을 제공하는 경제재로 인식하고 있음을 보여준다. 또한 본 연구결과는 정책결정자들에게 향후 공공의 이익에 부합하는 공공교육시설 건설 사업에 유용한 정보를 제공해 줄 것으로 기대된다.
Abstract
The Korean National Science Museum will be constructed by 2007. Although people’s interest in scientific education is more increasing, there have been few scientific educational facilities in Korea. Therefore, new science museum is expected to provide people with scientific education. However, there are few studies to evaluate the public value of public scientific education facility. This paper applies a contingent valuation method to measuring the economic benefits of the Korean National Science Museum. Respondents overall accepted the contingent market and were on average willing to contribute a significant amount for construction of new national science museum. According to estimating ways, annual willingness-to-pay per household for construction of new science museum is from 3,189 Korean Won to 3,810 Korean won. This paper contributes to complementing the existing valuation methods by estimating the economic benefits of the new Korean National Science Museum and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of public scientific facilities.
