본 연구에서는 지난 30여년 간 비시장재의 가치평가 기법으로 광범위하게 사용되어 온 조건부가치추정법(CVM)의 이론적 특징과 주요 쟁점에 대해 검토한 후, 이러한 논의에 기초하여 학계에서 검증된 CVM 적용 절차에 근거하여 환경위성 탑재사업의 경제적 편익을 추정하고자 하였다. 가상적 상황에 대한 설문조사에 의거하여 소비자의 지불의사액(WTP)을 도출하는 과정에서 발생할 수 있는 문제점을 최소화하기 위한 다양한 노력을 통해 기존에 CVM 기법으로 연구된 바 없는 환경위성이 제공하는 정보의 경제적 가치를 평가하였다는 데에 본 연구의 의의가 있다. 전국의 주요 도시에 거주하는 주민들 중 무작위로 추출된 1,000명의 응답자들로 구성된 표본을 사용하여 실증분석을 수행하였다. 추정 결과, 환경정보 개선에 대한 지불의사금액이 경제변수들인 CV 시나리오에서 제시된 제시금액과 가구당 소득액은 물론, 관련 태도나 의식변수 그리고 인구통계학적 변수들에 대해서도 통계적으로 유의한 것으로 나타남으로써 CV 조사의 타당성을 확보한 것으로 나타났다. 특히 개인적으로 휴대폰 이용료로 지불수단이 채택된 표본 그룹의 가구당 WTP 평균(연간 2,400원 정도)이 집단적으로 부과된 기금 형태로 질문한 표본 그룹의 가구당 WTP 평균(연간 6,000원 정도)에 비하여 훨씬 작은 것으로 나타남으로써 지불수단 효과가 발생함을 볼 수 있었다.
Abstract
As a part of benefit-cost analysis, this paper tries to estimate ex ante social benefits of improved information about air quality that will be realized by loading Geostationary Environmental Monitoring Satellite(GEMS). A contingent valuation method(CVM) is applied to measure the economic value of improved environ- mental information from GEMS. With extensive efforts to alleviate unfamiliarity of non-marketed good being valued, empirical results, which are estimated using a survey data from 1,000 households, suggest that relevant attitudinal and demographic variables as well as economic variable have significant effects on willingness to pay(WTP) for environ- mental information. We also investigate whether there exists payment vehicle effect in stating WTP. The estimation result shows that elicited WTP is lower under a personalized fee, which is about 2,400 won annually, than under a coercive charge at about 6,000 won.
