상대적으로 부족한 자원과 내수시장을 극복하기 위해 우리나라는 과학기술의 확보에 집중하였으나, 모든 분야의 과학기술을 확보하기란 제한된 예산을 고려할 때 불가능하기 때문에 이러한 전략은 궁극적으로 한계가 있다. 따라서 더 정확한 과학기술에 대한 가치를 분석하여 선택과 집중이 요구되는 상황임에도 불구하고 아직까지는 과학기술에 대한 정확한가치 추정에 한계가 있다. 비록 과학기술의 가치 측정을 위한 다양한 연구들이 진행되고는있으나, 직접적⋅재무적 가치에 국한되거나 간접적인 가치에 대한 고려가 충분히 반영되지못하고 있는 것이다. 따라서 본 연구에서는 과학기술의 직접적⋅경제적 가치를 포함하여사회적 가치에 대한 고찰을 하고자 한다. 과학기술의 정교한 가치 측정을 위해서는 지금까지상대적으로 관심도가 낮은 다수의 항목을 포함하여 사회⋅후생적인 접근에 따른 사회적가치에 대한 고려가 필요한 시점이기 때문이다. 이를 위하여 과학기술 또는 연구개발사업에대한 가치 측정 관련 선행연구를 검토하였고, 사회적 가치에 대한 개념에 대해 살펴본다. 이후 과학기술의 경제적⋅사회적 가치를 구조화하고자 한다. 본 연구의 결과는 아직 확립되지 못한 과학기술에 대한 다양한 경제적⋅사회적 가치의 개념, 항목 및 분류 등을 시도한다는 차원에서 향후 연구들의 기초자료로써의 의미가 있을 것으로 기대한다.
Abstract
In order to overcome the relatively insufficient resources and the small domestic market, Korea focused on science and technology. However, this strategy is ultimately limited because it is impossible to secure science and technology in each and every field or sector due to the limited budget. Thus, selection and concentration of specific science and technology is required. Although various studies have been conducted to measure the value of science and technology, currently limitations in estimating the exact value of science and technology due to the lack consideration of indirect or social values. Therefore, the objective of this study is to recognize the valuation criteria of both economic and social values related to science and technology. To accomplish the objective, we reviewed prior studies related to value measurement for science and technology and investigated the concept of social values. Afterwards, recognization and structuralization of economic⋅social values and its factor realated to science and technology has been suggested. The significants of this study is the consideration and proposition of economic and social values related science and technology, which has not been thoroughly and academically established.
