최근 들어 우리나라에서는 대학혁신은 지역발전을 위한 기본전제라는 인식이 확산되고 있다. 이 논문은 지역발전 또는 지역혁신을 한 축으로 하고, 지역대학혁신 또는 지역대학개혁을 다른 한 축으로 하여 진행되어온 저간의 논의를 비판적으로 검토한다. 다시 말해서, 지역과 지역대학을 연계하는 학술적 담론의 장에서조차 분석대상개념이나 분석추상수준이 상이하여, 구체적인 정책목표 설정에서 일관성을 놓치거나 또는 현실적인 추진과정에서 지속성을 담보하지 못하는 실정임을 드러낸다. 이는 혁신전략 및 발전계획 등과 같은 실제적인 합의과정이 생략되거나 부서별 혼선이 초래되는 점에서 확인된다. 이러한 문제점은 기존의 접근방식이 지닌 한계에서 비롯된 것으로 파악하고, 저간의 경험을 기반으로 하여 반성적이고 추수적인, 이른바 ‘자기성찰적’접근을 통해 극복하고자 한다. 그리하여 포스트포디즘 기반의 성장체제에서는, 대학혁신을 지역발전의 보조수단이나 전제조건으로 인식하기보다는 그 양자는 뫼비우스 띠와 같은 형태로 불가분으로 얽혀 있는 사안으로 이해하는 것이 필요하다고 주장한다. 예컨대, 지역발전전략이나 대학중장기발전계획은 각자 별개의 사안이 아니고 서로 공유·협력하여 다루어야 마땅한 사안이다. 특히 지역발전을 위한 바람직한 대학혁신은 기업조직경영패러다임보다는 네트워킹교육패러다임에서 소기의 성과를 기대할 수 있다는 전망을 제시한다.
Abstract
In recent days, there is a growing recognition that the university innovation is a fundamental foundation for the regional development in concern. From a critical perspective, this study examines the extant discourses about the regional development or innovation on the one hand, and about the university innovation or transformation on the other hand. Put it another way, there is no concrete agreement on the relationship between the regional development and the university innovation, for there are a variety of the definitions of the concepts as well as different levels of analytic abstraction even in the field of the academic discourses. In doing so, it has been failed to contain the consistency of policy goal formation, let alone the sustainability of policy execution processes. It can be elaborated that some innovation strategies or development planning must have been frustrated because of omitted processes for the consensus among the stakeholder. While proceeding from the conjecture that these failures are originated from the limitations of the main dominant approaches per se, this study is geared towards a new understanding via the self-reflection approach based on personal experiences. Going one step further, it argues that the university innovation under the influence of Post-Fordism is neither a subsidiary means nor precondition for the regional development, but both are consisting of a MÖbius string which is as unseparable as in and out. As such, regional development strategy and university long-term development planning are not isolate things, since both must be treated as joint venture for co-sharing and cooperation. In the final analysis, this paper suggests that education networking paradigm, rather than organization management paradigm, should be a plausible alternative in matters of the desirable development for both the university and the region.
