지역사회의 요구에 부응하는 대학의 역할에 관한 연구 : 지역혁신을 위한 산학협력 관점에서의 이해

초록

21세기는 대학이 인력양성이라는 전통적 역할에 더하여 인간자본 형성의 첨병 및 지역사회와의 소통의 통로로서의 혁신적 역할을 담당해줄 것을 요구하고 있다. 대학의 지역적 역할은 파트너십, 협동적 네트워크, 대학연구의 경제화, 기술이전, 산학협력, 산업클러스터, 지역인적자원개발 등을 강조하는 지역혁신체제의 구축 논의를 통하여 구체적으로 형성되어 왔는데, 이는 대학과 지역주체들 간의 유기적 협동관계인 지역혁신체제가 지역발전의 원동력으로서 지역경제성장, 국가균형발전, 대외 경쟁력 확보에 기여할 수 있기 때문이다. 그러나 지역혁신체제를 성공적으로 구축하기 위해서는, 지역사회의 요구에 부응하는 대학의 역할을 지역혁신을 위한 산학협력의 관점에서 이해하는 작업이 선행되어야 한다. 이에, 이 연구는 21세기 지식기반경제가 요구하고 있는 ‘지역사회의 요구에 부응하는 대학의 역할’을 지역혁신의 관점에서 이해하고, 대학과 지역사회 간 생산적 산학협력관계의 구축 방안을 탐구하였다. 이 연구는 방법론으로서 관련 문헌분석과 P대학의 산학협력사례연구를 통하여, 대학과 지역사회 간의 혁신적 협력관계를 이론적으로 고찰하였고, 대학과 지역사회의 산업주체들 간의 산학협력을 정책적, 실제적으로 파악하였으며, 도출된 결과들을 토대로, 지역사회요구에 부응하는 대학의 역할모형을 구상하여 제안하였다.

Abstract

As glocalization proceeds, roles of universities get more locally oriented. Most OECD countries regard contribution of universities to regional development as a core element for national growth because regional competitiveness is a basic unit to complete national and global competitiveness. In global societies, regional roles of universities have been translated into national policy from the perspective of regional innovation system, which is characteristically described as a combined concept of partnership, collaborative network, commercialization of university research, university-industry cooperation, regional human resources development, etc. It is all about strategic relationships among local key players to achieve shared goals for regional growth. Cooperative relations of universities with regions can be a driving force to overcome regional depressions as well as a critical contributor to balanced national development with global competitiveness. However, to define desirable relationship between universities and regions, it is necessary to delve into new roles imposed on universities from regional context. In this light, this study was to understand newly imposed roles on 21st century universities from regional perspective through theoretical consideration and case-study. In addition, this study attempted to conceive a desirable relationship model for collaborative partnership between universities and regions for regional development.
