한국 지역대학 혁신정책의 주제 변화 분석과 지역대학 역할 기능 제고 방안에 관한 연구

초록

본 연구는 지난 20여 년간 국내 지역대학 혁신정책의 핵심 주제를 분석하고, 지역대학의 역할과 기능을 제고할 수 있는 정책방향 제시를 목표로 한다. 정책자료를 지역대학의 역할과 기능별로 유형화하여 분석하였으며, 이는 방대한 양의 텍스트 데이터를 객관적이고 체계적으로 분석하기에 유용한 방식이다. 분석 결과 국내 지역대학 혁신정책에서는 대학 혁신활동의 극대화를 다룬 ‘기업가적 대학’ 역할을 주제로 다룬 빈도가 가장 높았으며, 첨단 인프라 구축, 산·학 협력 강화를 통한 네트워크 및 클러스터 개발 주제가 중심이다. 그러나 최신 계획에서 빈도가 감소하여 혁신에 대한 고려가 강화되어야 할 필요가 제기된다. 이와 함께 ‘인적자원 양성’ 역할의 빈도도 높은데, 이를 뒷받침할 투자규모가 상대적으로 부족하여, 고등교육 투자확대가 필요하다. 또 ‘연구 및 혁신’ 기능의 빈도가 저조하여 혁신 관점에서 대학 정책방향에 대한 고민이 요구된다. 유수의 정책을 장기간 추진하였음에도 지역과 지역대학의 위기가 여전한 것은 정책 집행과정이 원인일 수 있으며, 정책 실효성 제고를 위해 지역혁신생태계 내 독립 법인의 설립, 혁신정책 중심의 중앙정부 고등교육 거버넌스 재편, 공유·협력을 통한 미래 환경변화 대응 등을 정책방향으로 제시한다.

Abstract

The purpose of this study is to examine the current status of local university innovation policy as a means of overcoming the local universities’ crisis, and present a more effective innovation policy direction. Tyfication was introduced in analyzing policy documents. This is known as a useful method for objectively and systematically analyzing vast amounts of text data. As a result of the analysis, it was found that the function of ‘Entrepreneurial University’ of universities was promoted the most in the local university innovation policy in Korea. At the same time, tasks of building science clusters were continuously promoted, and policies were refined through cooperation using industry-university-research network and digitalization projects related to information infrastructure. However, the decrease in frequency in the latest plans raises the need to strengthen the consideration of innovation. At the same time, the frequency of the role of ‘nurturing human resources’ is high, and the investment scale to support it is relatively insufficient, suggesting the need to expand investment in higher education. In addition, the frequency of the ‘research and innovation’ function is low, so it is necessary to think about the direction of university policy from the perspective of innovation. The policy execution process may have caused the local crisis and crisis of regional universities despite long-term promotion of leading policies in relevant areas. In order to enhance policy effectiveness, it is necessary to consider the establishment of an independent corporation within the regional innovation ecosystem, reorganization of higher education governance focusing on innovation and response to future environmental changes through sharing and cooperation.
