본 논문은 인구학적 변화를 원인으로 하는 대학 위기가 지역 대학 위기로 집중되는이유를 지역과 대학의 결합 실패에서 찾는다. 본 논문에서 제안하는 위기 극복의전략은 트리플 헬릭스 모형에 기초하여 지역과 대학을 유기적으로 결합시키는 것으로서, 지역과 대학을 연계하는 지역 기반의 연합 대학(또는 RIS 대학법인)을 구축하며 광역(지역) 기반으로 지역 내의 국립대, 사립대, 전문대를 네트워킹하여 규모의 경제를 추구하여 대학의 교육 및 연구 경쟁력을 향상시킨다는 전략이다. 이것이 가능한 것은 RIS 대학법인이 지역 균형 발전과 연결되고, 균형 발전 특별 예산의 지원을 받기 때문이다. 이 방안의 효과로는 교육 여건이 획기적으로 개선되어지역 대학의 위기를 극복할 수 있고, 교육 과정 혁신으로 지역 사회의 균형적 발전에 대학이 이바지함으로써 지역과 대학 발전의 선순환이 가능하게 되며, 궁극적으로는 국가 전체의 혁신 체제를 재구축할 수 있다는 것이다.
Abstract
This essay proposes the failure of university-region collaboration as the reason of the crisis of regional universities. The strategy suggested by this essay is to combine universities and regions organically based on THM. The proposal is consortium university based on region or RIS University Foundation, which networks national and private universities including community colleges in the region to pursue the economies of scale and enhance the capabilities of education and research. Regionally engaged RIS University Foundation will be financed by the Balanced Development Special Budget. As the result, educational environment will be fundamentally enhanced to overcome the crisis of regional universities. On the other hand regional universities will contribute to the balanced regional development through the higher education institutions innovation. Eventually this innovation will lead reconstruction of National Innovation System.
