최근 국가경쟁력 제고 및 사회통합을 위한 국가균형발전전략으로 지역혁신체제(Regional Innovation System: RIS)가 추진되면서, 핵심 축으로 지역사회의 주민 평생학습이 강조되고 있다. 본 연구에서는 선진국의 지역혁신을 위한 평생학습 동향을 살펴보고, 우리나라 지역평생학습의 문제점을 개인지역국가적 관점에서 분석하였다. 이를 바탕으로 지역평생학습의 발전을 위한 과제로서 개인 차원에서는 방과후 학교 활성화 및 대학의 평생학습에의 참여 확대를 통한 학습 기회의 확대를 제시하였으며, 지역 차원에서는 지역사회의 파트너십 강화를 위한 평생학습도시의 지속적 추진 및 확산을 강조하였고, 국가 차원에서는 효율적인 국가 평생학습 지원 네트워크 구축과 지역계층간 교육격차를 해소하기 위한 지원 강화를 제시하였다.
Abstract
A Suggestion on Lifelong Learning Policy Issues for Regional InnovationKim, youngjoon(The Ministry of Education & Human Resources Development)Recently, Regional Innovation System(RIS) that aims to advance national competitiveness and realize a balanced national development for social cohesion being undertaken, community-based lifelong learning as a core element is being stressed. The purpose of this study is to obtain implications from the trend of lifelong learning for community development in advanced countries. Several drawbacks in community lifelong learning are analyzed under the three perspectives: individuals, region, and nation. According to the analysis, the followings are suggested: (1) activating ‘after-school' and expanding participation of universities for community lifelong learning; (2) continuously expanding lifelong learning cities to strengthen partnership among critical groups in community; (3) establishing an efficient government support system for lifelong learning and extending support for easing educational disparity among different regions and classes.
