도농상생을 위한 축소지향 도시관리 정책에 관한 연구

본 연구는 국내 지방 중소도시의 인구 감소와 산업 쇠퇴 현실을 인정하고 현실적으로 요구되는 축소지향적 도시관리에 대한 논의를 도시와 농촌에 모두 도움이 되는 방식으로 할 수 있도록 도농상생과 축소도시 개념을 결합하여 발전적인 도시관리 개념을 정립하고, 광역·도시계획 체계와 관리현황을 연계하여 도농상생적 축소지향 도시관리 정책방향을 제시하고자 하였다. 이를 위해 선행연구와 관련 법률․제도를 검토하고, 충청․전라지역 12개 지방정부의 계획수립 현황을 파악하였으며, 인구 50만 미만 지자체 공무원과 전문가를 대상으로 인터뷰 조사를 실시하여 도농통합 도시관리의 한계와 개선방안을 제시하였다. 연구 결과, ① 축소도시의 압축적 토지이용이 인구가 감소하는 농촌지역의 중심기능을 집적시키고 농촌다움을 확보하여 전원적 분위기 조성에 효과적이므로 버려진 빈집, 공지 등을 농경지와 녹지로 조성하고 주택을 집중시키는 전략이 요구된다. ② 도농통합적 계획관리체계 구축으로 도시 외곽, 농촌지역의 난개발을 억제하는 제도 개선이 필요하다. ③ 농촌체험공간, 전원주택단지 등 도농 상호간 연계를 통한 기능분담으로 도농 상생발전을 도모하는 것이 필요하다. ④ 지방정부에 효과적으로 활용되도록 하려면 각 계획의 수립지침에서 성장과 축소지향적 정책이 유연하게 선택될 수 있도록 계획 내용 및 수립 예시를 상세히 제시할 필요가 있다. ⑤ 성장관리방안을 수립하고 수립지침에 개발제한, 주거이전, 철거·재활용에 대한 세부기준의 마련이 요구된다. ⑥ 도농 상호간 효율적 기능 분담을 위해서는 광역도시계획과 도시기본계획에 농촌지역에 대한 부문별 계획 수립이 필요하다.
Abstract
This study aimed to establish the concept of developmental urban management by combining the concept of urban-rural coexistence and shrinking city, and to suggest the policy direction of shrinking cities for urban-rural coexistence by linking the metropolitan and urban planning system with the management status. The Literature review about previous studies, laws, and policies was done, and the status of planning for 12 local governments of Chungcheong-do, and Jeolla-do in Korea was identified. Also, the face-to-face interviews with government officials and experts working in cities with less than 500,000 population was performed. The results of this research are as bellows. First, the compressed land use in shrinking city is effective in creating a rural atmosphere by integrating the central functions of rural areas where population decreases and securing rural character. Therefore, strategies are needed to create abandoned empty houses and public land as agricultural and green areas and concentrate housing. Second, institutions need to be improved to decrease the unplanned development of suburban and rural areas through the urban-rural integrated plan management system. Third, it is necessary to promote win-win development of provincial and rural areas by sharing the functions through interconnection between provincial and rural areas, including the creation of rural experience spaces and rural housing complexes. Fourth, it is necessary to provide detailed planning content and examples of the establishment to ensure that policies are selected flexibly and are used effectively by local governments. Fifth, the growth management plans should be established, and detailed guidelines for development restrictions, housing transfer, demolition and recycling should be included in these plans. Sixth, for efficient sharing of functions between urban and rural areas, it is necessary to include sectoral plans for rural areas in the metropolitan urban planning and urban master planning.
