도시축소 관리를 위한 정책 우선순위 식별 연구: 경기도 북부 및 북동부 중소도시 관리자를 포함한 델파이-AHP 접근

초록

본 연구는 인구감소 추세와 산업·경제기반의 소멸 측면에서 도시축소 현상이 빠르게 진행되고 있는 경기도북부 및 북동부 지역 중소도시인 동두천시, 포천시, 여주시, 연천군의 도시축소 대응 방안을 모색하는 것을 목적으로한다. 이를 위해 본 연구는 문헌연구를 통해 도시축소 대응 분야를 도출하고, 해당 도시의 도시정책 담당 공무원과 경기도 소재 연구원의 연구위원(박사급) 및 관련 분야 전문가를 대상으로 델파이 기법을 실시하여 도시축소 대응을 위한 분야별 세부 방안 모색하였다. 또한 모색된 정책 방안에 대해 AHP 분석을 실시하여 우선적으로 검토되어야 할 정책 방안을 제시하였다. 본 연구는 도시축소 현상 대응을 위한 이론적 논의를 실천적 차원으로 접근하려는 연구로서그 의미가 있으며, 향후 도시축소 현상에 대응하기 위한 정책 방안의 모색에 있어 방법론적인 시사점을 제공함으로써 관련 분야 연구와 실무에 기여할 것으로 기대한다.

Abstract

The purpose of this study is to explore urban shrinkage response strategies in Dongducheon-si, Pocheon-si, Yeoju-si, and Yeoncheon-gun, small and medium-sized cities in the northern and northeastern regions of Gyeonggi-do, where urban shrinkage is rapidly progressing. For this purpose, this study derives areas to respond to urban shrinkage through literature research. The Delphi technique was conducted targeting public officials in charge of urban policy in the city, research fellows (doctoral level) at research institutes in the region, and experts in related fields to find detailed plans for each field to respond to urban shrinkage. In addition, AHP analysis was conducted on the policy measures sought, and policy measures that should be considered as a priority were presented. This study is meaningful as a study that attempts to approach the theoretical discussion on responding to the urban shrinkage phenomenon at a practical level. It is expected to contribute to research and practice in related fields by providing methodological implications in exploring policy measures to respond to future urban shrinkage.
