Abstract

This study is about the case of the residents' movement in Bonggae-dong, Jeju-si, which has long conflicted with the administration that wants to build a landfill in their village. Bonggae-dong is an area with strong local autonomy at the natural village level, and the residents' movement began in opposition to the installation of a landfill. This study examines the chronology of the residents' movement, how the conflict between the residents and the administration was resolved, and the relevance of the residents' movement to local autonomy through literature research and in-depth interviews. The main actors of the residents' movement were local self-governance organizations at the natural village level. The strength that gave birth to the movement was the long-standing self-governance of natural villages, and the movement responded flexibly to the changes of the times, and based on this, the movement lasted for 30 years. The movement in Bonggae-dong has come to an end after 30 years of struggle, and Jeju Island is developing the landfill site for reuse. The resident autonomy that continued at the natural village level has led to the creation of town and village resident autonomy in the form of solidarity, and it remains to be seen how the various natural village resident autonomy organizations in Bonggae-dong will pass on the achievements of the resident movement.
