제주 해군기지를 둘러싼 투쟁과 강정마을공동체의 변동

이 글은 제주 해군기지를 둘러싸고 전개되었던 강정마을의 반기지운동을 두 가지 시각에서 분석하는 것을 목적으로 한다. 첫째, 한국사회에서 진행되었던 대규모의 국책사업들은 1990년대부터 지역 주민들의 강력한 반대운동에 직면했다. 그 배경에는 대도시의 과잉팽창과 혐오시설에 대한 저항, 지방의 경제적 위기와 중앙의 재정적 지원을 대가로 한 무리한 정책 강행이 자리 잡고 있다. 특히 이러한 충돌은 한국의 여러 지역에서 군사기지의 건설을 둘러싼 사업과 투쟁들에서 반복적으로 진행되어 왔다. 이 글에서는 이러한 일련의 투쟁과 운동을 ‘지역화된 사회운동’으로 규정하고, 로컬 수준에서 형성된 공동성을 바탕으로 투쟁공동체의 형성과 그 동학을 경계의 재구성이라는 측면에서 분석한다. 둘째, 마을공동체의 결속에서 커먼즈의 존재는 매우 중요한데, 강정마을 구럼비처럼, 이것들은 투쟁의 과정에서 상징적인 의미를 획득하며 공간을 초월한 연대망의 형성에서 중요한 역할을 담당한다. 강정마을에서는 구럼비 발파 이후에, 커먼즈 없는 커머닝(commoning without commons)의 실천이 반대운동의 가치 지향으로 자리잡았다. 즉 상징적 커먼즈로서 구럼비의 이미지와 가치를 재소환하고 그 내러티브를 재생산하는 실천을 통해 투쟁의 공동체를 확장하고 지속시키고자 했던 것이다. 투쟁공동체의 진화와 커먼즈론에 기반을 둔 사회운동 분석은 기존 사회운동이론에서 간과했던 투쟁의 공동성과 경계의 문제에 대한 이해를 통해 지역화된 사회운동의 역동적 면모를 분석할 수 있게 해 준다.
Abstract
This article aims to analyze the anti-base movement of Gangjeong village which was developed around the Jeju naval base from two perspectives. First, large-scale national projects in Korean society have faced strong opposition movements of local residents since the 1990s. The overgrowth of metropolitan cities and resistance to hate facilities, the economic crisis in the provinces, and the excessive policies of the central government are the backgrounds. In particular, these conflicts have repeatedly arisen in projects and struggles surrounding the construction of military bases in various parts of Korea. In this article, we define such a series of struggles and movements as 'localized social movements' and analyze the formation and the dynamics of the struggle community based on the communality formed at the local level. Second, the existence of commons is very important in the formation of localized social movements and struggle community. Like Kurumbi in Gangjeong village, these acquire a symbolic meaning in the course of the struggle and play an important role in the formation of a transnational network. In Gangjeong village, the practice of ‘commoning without commons’ has become the value orientation of the opposition movement after the blasting of Kumumbi. In other words, the members of the struggle .community tried to expand and sustain themselves through the practice of recreating the images and values of Kurumbi as a symbolic commons and reproducing the historical and cultural narratives of Kurumbi. The evolution of the struggle community and the analysis of the social movement based on the Commons theory enables to analyze the dynamic aspect of the localized social movement through the understanding of the commonness and the border problem of the struggle that was overlooked in the existing social movement theory.
