Abstract
This study analyzed the coherence of goals, means, and target groups in the return-to-farming policies of 22 cities and counties in Jeollanam-do to assess consistency between central and local governments in policy design and implementation. The findings indicate that while most local governments reflected the intent of the Act on the Promotion and Support of Returning to Farming and Fishing Villages, some ordinances only partially specified its core objectives, certain programs were biased toward particular stages or lacked integration, and criteria for defining returnees were inconsistently applied. These gaps highlight the challenges of securing legal consistency and balanced program design across diverse local contexts. Based on these results, the study suggests strengthening systematic linkages between higher-level laws and ordinances, reinforcing stage-specific support, clarifying the definition of returnees, and advancing regionally tailored approaches that reflect local conditions. By doing so, policy effectiveness can be improved while reducing disparities between regions. Overall, this research provides academic value by applying coherence analysis to return-to-farming policies and policy relevance by offering foundational evidence for both the standardization of support systems and the enhancement of equity across regions.
