이 논문은 귀농관련 정책이 귀농자들의 농업소득에 미친 영향을 분석하는 것을 목적으로 하였다. 특히, 귀농시기별로 어떤 효과가 나는 지 분석하였는데, 보다 정확한 정책효과 계측을 위해 성향점수매칭(PSM)과 이중차분분석(DID)을 순차적으로 적용하였다. 분석 자료는 2017~2021년 귀농·귀촌 종합지원계획 수립을 위해 시행한 귀농·귀촌 실태조사 중 귀농실태조사 1027개의 원시자료를 사용하였다. 분석결과 중앙정부보다는 지방정부의 귀농관련 정책의 농업소득 효과가 상대적으로 더 통계적으로 유의하게나타났다. 중앙정부나 지방정부 정책 모두 귀농연차가 많을수록 농업소득의 효과가 더 높게 나타나는경향이 있었다. 또한, 정보제공 정책보다는 자금지원 정책이 보다 더 통계적으로 유의하게 나타났다.
Abstract
The purpose of this paper was to analyze the effects of returning-to-farm related policies onagricultural income of the return farmers by the year of returning. Propensity score matching(PSM) and difference in difference (DID) were applied in serial order to measure the net effectsof the policies. Data for the analysis was collected from a survey on 1027 return farmersintended to establish a comprehensive plan of the returning-to-farm related policies for 5 years,2017 to 2021. The results showed that local government policies were statistically better thancentral government policies in agricultural income effect. Agricultural income effect got biggeras the year since returning to farm got longer regardless of central and local governments. Inaddition, agricultural income effect of fund support policies was statistically better than those ofinformation support policies.
