Abstract
This study examines the establishment, operation, and transformation of the Ch’ongyungch’ŏng(總戎廳) within the reorganization of the capital defense system in seventeenth-century Chosŏn. Repeated wars from the late sixteenth century left the capital severely damaged, and even during the rebellion of Yi Kw’al in the early Injo reign the capital fell with little resistance. In response to the threat from Later Jin and Qing, the Chosŏn court devised a defensive strategy that abandoned the capital in emergencies and relocated the royal family and government to fortified royal sanctuaries such as Kanghwa Island or Namhansansŏng. To support this plan, the Ch’ongyungch’ŏng was created as a command to mobilize troops across Kyŏnggi Province for the defense of these strongholds. Yet, during the wars of 1627 and 1636, the limitations of troop mobilization and confusion in command revealed fundamental weaknesses in the system. The court accordingly reinforced fortifications and established additional commands such as the Suŏch’ŏng, Chinmuyŏng, and Kwanriyŏng, thereby reorganizing the defense structure around key points. As a result, the Ch’ongyungch’ŏng was reorganized as a garrison responsible for the defense of the inland western sector of Kyŏnggi Province. In the late Sukchong reign, threats from Qing pirates and debates over the efficacy of refuge fortresses prompted a shift toward strengthening the defense of the capital itself. The Ch’ongyungch’ŏng came to operate its inner garrison mainly with standing troops (p’yohagun), but the need for a large-scale assembly point persisted. As a result, Pukhansansŏng was constructed, with T’angch’un-dae developed as its rear base. The Ch’ongyungch’ŏng secured T’angch’un-dae as its new strategic hub(sinji), transforming into a central command linking the capital with the northwestern approaches of Kyŏnggi. This reorganization laid the decisive foundation for the capital defense system’s eighteenth-century shift toward palace-centered security, in which the Ch’ongyungch’ŏng acquired a renewed and pivotal role.
