노무현의 ‘시스템 정치-국정운영’에 대한 고찰: 청와대와 정부조직 개편의 숙의적 효과

바람직한 국정운영방식의 사례나 모델을 찾는 것은 쉬운 일이 아니다. 왜냐하면 민주화 이후 역대 어느 정부도 성공적인 국정운영의 모습을 보여주거나 정착시키지 못했기 때문이다. 본 글의 목적은 노무현 대통령이 제왕적 대통령제의 기반이었던 청와대 조직 및 정부 조직을 타파하기 위해 시도한 ‘시스템 정치-국정운영’의 실천사례를 살펴보고, 그 의미와 시사점을 살펴보는 데 있다. 이번 시도는 방법론적으로 <노무현 사료관>에 보관된 노무현 대통령의 발언록과 관련 문헌의 내용을 직접 드러내는 방식으로 살펴보고자 했다는 점에서 실험적 의의가 있다. 노무현 대통령은 ‘위원회 공화국’을 향한 ‘시스템 정치-국정운영’의 사례로 청와대 비서실에 시민사회수석실을 설치하고, 국무총리실에 시민사회발전위원회와 각종 위원회를 설치하여 제왕적 대통령제를 타파하려고 했다. 그는 국정운영에서 여야협치뿐만 아니라 정부와 시민사회의 수평적 관계가 중요하다는 것을 보여주고자 했다.
Abstract
Finding examples or models of desirable government management methods is not easy. this is because no previous government since democratization has been able to demonstrate or establish successful state administration. the purpose of this article is to look at the practical cases of ‘System Politics-State Administration’ that President Roh Moo-hyun attempted to destroy the Blue House organization and government organization that were the foundation of the imperial presidential system, and to examine its meaning and implications. this attempt has experimental significance in that it attempted to examine methodologically the contents of President Roh Moo-hyun’s remarks and related literature stored at the <Roh Moo-hyun Archives> in a way that directly reveals them. Roh Moo-hyun attempted to break the imperial presidential system by establishing the Senior Civil Society Office in the Blue House Secretariat and the Civil Society Development Committee and various committees in the Prime Minister’s Office as an example of ‘System Politics-State Administration’ toward a ‘republic of committees’. Roh Moo-hyun tried to show that the horizontal relationship between the government and civil society is important not only for cooperation between the ruling and opposition parties but also for restoring the public nature of state administration.
