이승만정권의 정치체제 유형 분류

이 논문은 민주주의-비민주주의라는 이분법적 시각에서 이승만정권을 단순히 비민주주의체제인 권위주의체제로 분류하는 것을 비판하고, 민주주의 체제와 비민주주의 체제의 연속성에 주목하는 메인웨어링 교수의 삼분법에 따라 이승만정권의 정치체제 유형 분류를 시도한다. 이승만정권은 메인웨어링 교수가 설정한 “자유롭고 경쟁적인 선거” 범주, “정치적 권리 및 시민적 자유” 범주, “보통선거권” 범주, “선출된 정부의 통치능력” 범주에서 중대한 위배가 없었으며, “자유롭고 경쟁적인 선거” 범주와 “정치적 권리 및 시민적 자유” 범주에서만 부분적인 위배가 있었을 뿐이다. 이러한 사실에 따르면 이승만정권은 半민주주의체제로 분류할 수 있다. 이승만정권은 기존 연구결과와는 달리 민주적인 요소를 많이 가지고 있었으며, 당시의 사회경제적 수준에 비해 높은 수준의 자유민주주의를 누렸다고 할 수 있다. 특히 이승만정권 하의 언론자유는 다른 제3세계 정권에 비해 상당히 높은 수준이었다.
Abstract
This paper aims to classify the regime type of Korea’s First Republic using Mainwearing's trichotomous classification, which is based on a continuum of democracy, semi-democracy, and non-democracy. It critiques the categorization of the First Republic as a non-democratic authoritarian regime from the dichotomous perspective of democracy versus non-democracy. During the period of Korea’s First Republic, there were no major violations in the four categories: “open and fair competitive elections”, “political rights and civil liberties”, “the franchise”, and “real governing power.” If there had been any major violations in any of these categories, the First Republic could be classified as a non-democratic authoritarian regime. Only partial violations were observed in the first two categories. Considering these facts, it can be classified as semi-democratic regime. It has more democratic elements than previous works argue and can be ranked in a higher level of democracy than the Korea’s socio-economic situation permitted in the 1950s. In particular, Korean people under the First Republic enjoyed comparatively more freedom of speech than those under other authoritarian regimes. Meanwhile, Syngman Rhee’s belief in liberal democracy and US’s interest in holding “the democratic showcase” in Korea contributed to Korea not derailing from democracy during the First Republic.
