‘노무현’ 전 대통령의 서거 이후, 그의 개혁의 업적에 대해 재평가를 해야 된다는 주장이 있다. 이 논문은 그의 개혁에 대한 재평가와 아울러, 향후 행정개혁의 미래를 가늠하고자 작성된 것이다. 또한, ‘행정개혁’의 성공과 실패를 좌우하는 요인은 어디에 있는지 알아보는 역사적, 경험적인 연구인 것이다. 그리고, 노무현의 개혁사상이 확산되는 과정에서, 노무현의 개혁에 대한 ‘관료적 저항’으로 인해, 집권기간 내내 한국의 대통령으로써 가져야 했던 고충을 알아보는 ‘임상적 연구’이기도 하다. 본 연구의 결과, Skowronek이 지적한 것처럼, 환경변화에 적절히 적응하기 위해 제도적 쇄신이 필요하다고 할 지 라도, 자동적으로 개혁이 이루어지지는 않는다는 사실과, 기존의 제도적 틀이 개혁의 과정과 결과를 제약한다는 것을 확인하였으며, Stinchombe(1968)의 연구에 착안하여 보완적 결론을 내릴 수 있었다. 그것은 기존에 현존하는 ‘제도적 틀’ 뿐 만 아니라, 언론이나 정치권에 의하여 확대 재생산된 ‘완충보드(buffing board)’가 등장함으로 인하여, 개혁의 진행을 막는 ‘2중의 차단장치’가 존재함을 경험적으로 증명하였다.
Abstract
Since former president Roh Moo-hyun passed away, some people have argued that there should be reassessment of reforms achieved under his administration. This study aimed at reassessing reforms, speculation about future of administrative reforms. In addition, it is a historical, empirical study that examined the factors that determine the success or failure of administrative reform. Besides, it is also a clinical study that explored the difficulties Roh Moo-hyun encountered as the president of Korea when his reforms faced “bureaucratic resistance.” The results of this study confirmed that although institutional innovations are required for appropriate adaptation to environmental changes, as Skowronek pointed out, reform is not achieved automatically and conventional institutional framework restricts the process and outcome of reform. Based on Stinchombe's study (1968), complementary conclusion was reached. That is, this study empirically proved that not only conventional institutional framework but also “buffing board” which was expanded and reproduced by media and political circles have brought into existence a ‘double blocking device’ that halts the progress of reform.
