정부 전환기의 정책변동과 행정변화: 참여정부 대통령직인수위원회를 중심으로

Abstract

In this article the activities of the 16th presidential transition team (December 2002 - February 2003) are addressed. It is also addressed that how the results of the activities affected the policy and the administration of the new government, and the leadership of the president-elect(during the transition period) or the new president(after the inauguration). In the first part of the article, the author describes the emergence of the new powerful reformist leader and the formation of his transition team. The reasons why the team was formed not with politicians but with professors and experts who were having practical experiences are addressed. The the political and managerial conflicts caused by such formation of the committee, and the way the conflicts were managed by the President-elect are further discussed. Presidential agenda identified by the transition team are then introduced and the various measures taken to conduct those tasks, such as the expanded utilization of presidential advisory committees, are also addressed. In particular, the 'delegating' or 'decentralized' system, with which the power to manage day-to-day administration was delegated to the prime minister, and the President is mainly concerned with the presidential agenda set by the transition team is elaborated. Not only successful stories but also failures and despairs are introduced. Because it is believed that those failures and despairs are as valuable experiences as those are successful.
