이 글은 제22대 국회의원 총선거에서 진보진영의 압도적 승리와 보수진영의 압도적 패배라는 결과로 귀결되는 과정에 대한 동학적 분석을 시도했다. 여기서는 선거 결과를 초래한 원인이 윤석열 정부에 대한 심판이었다고 주장하는 일반적 견해를 넘어 그 밑에 깔린 구조적이고 심층적인 원인까지를 파헤칠 필요성을 제기한다. 여기서는 주로 두 가지 질문에 초점을 맞춰 분석하였다. 첫째, 보수진영은 왜 제21대 선거에 이어 거의 동일한 압도적 패배를 당했는가? 둘째, 지난 수년 동안 한국사회 거짓과 위선의 아이콘으로 낙인찍혀 왔던 조국이 어떻게 이번 선거에서 돌풍을 일으킬 수 있었는가? 그래서 디지털시대를 배경으로 포퓰리즘 정치가 한국 정치의 생태계에 어떤 변화를 초래하였는지, 이를 배경으로 선거에서 각각의 정치세력들이 어떻게 전략적 대응을 펼치면서 역관계를 형성해 나갔는지, 그것이 선거 결과에 어떻게 이어지는지를 분석하였다. 아울러 포퓰리즘 정치의 위협으로부터 벗어나기 위해 각 진영이 승자독식을 개선하고 갈등과 대립을 완화하기 위한 정치제도개선의 합의에 이르는 것이 중요함을 밝혔다.
Abstract
This article attempts a dynamic analysis of the process that led to the overwhelming victory of the progressive camp and the overwhelming defeat of the conservative camp in the 22nd National Assembly election. It argues for the necessity of uncovering the structural and deep-seated causes underlying the election results, beyond the general view that they were a judgment against the Yoon Suk-yeol administration. The analysis focuses primarily on two questions. First, why did the conservative camp suffer an almost identical overwhelming defeat as in the 21st election? Second, how did Cho Kuk, who had been stigmatized as the icon of falsehood and hypocrisy in Korean society over the past few years, manage to create a sensation in this election? Thus, it examines how populist politics, set against the backdrop of the digital age, has brought about changes in the political ecosystem of Korea, how each political force strategically responded in this context, and how this shaped the election results. Furthermore, it emphasizes the importance of each camp reaching a consensus on political system reforms to improve winner-takes-all practices and mitigate conflicts and confrontations to escape the threats of populist politics.
