이 연구는 2016년 제정된 프랑스 디지털공화국법을 통해 제기된 공익데이터의 개념을 한국에 적용하기 위한 개념 모형을 제시하는 것을 목적으로 한다. 공익데이터의 개념이 한국에 전해진 지 거의 10년이 다 되어감에도 불구하고, 공익데이터의 명확한 법적 개념은 제시되고 있지 않으며, 이를 위한 제도적 기반도 마련되어 있지 않다. 또한, 공익데이터에 대한 학문적 논의도 활발하지 않은 상황이다. 이에 본 연구는 사례연구와 인터뷰를 통해 데이터의 생산자와사용자를 기준으로 한 3X3 테이블 형태의 공익데이터 개념 모형을 제시하였다. 이를 바탕으로공익데이터 활용을 위한 제도적 기반구축, 공익데이터 확보 방안 및 정책과제를 제안하였다.
Abstract
This study aims to propose a conceptual framework for applying the concept of public interest data, as introduced through the French Digital Republic Act enacted in 2016, to the context of South Korea. Despite nearly a decade since the concept of public interest data was introduced to Korea, a clear definition of the term has not been established, nor has the institutional foundation for its application been developed. Furthermore, academic discussions on public interest data remain limited. To address these issues, this study presents a conceptual framework for public interest data in the form of a 3x3 table based on the perspectives of data producers and users, using case studies and interviews. Based on this framework, the study proposes institutional consideration points for utilizing public interest data, strategies for securing such data, and related policy tasks.
