Abstract
This study aims to analyze the perceptions of parents regarding the integration of early childhood education and care and to provide policy implications based on the results. To this end, a survey was conducted on 595 parents of children in Chungcheongbuk-do. The analysis revealed the following. First, parents were aware of the integration of early childhood education and care and recognized their distinction. Second, regarding the necessity of integration, responses indicating “unnecessary” were more than twice as many as those indicating “necessary.” The reasons cited for necessity included improving the quality and public nature of education and childcare, while the reasons for unnecessary included purposes and functions of the institutions. Third, regarding the meaning of integration, respondents expected central government integration. Regarding effects, they anticipated improved administrative efficiency. Additionally, respondents hoped to improve the teacher-to -child ratio and strengthen educational functions. Based on these results, it is clear that the integration of childcare and education should not be approached as a simple administrative or legal merger, but rather as a “qualitative change” aimed at improving the lives of infants and their parents. Through such a substantive reform of services, it will be possible to ensure the public nature and quality of education and childcare.
