신임경찰관의 올바른 공직관 확립방안: 신임순경 교육훈련과정을 중심으로

Abstract

In order to increase trust in the police, they have to recruit talent combined with a high level of ethics and sound public service ethics. There, however, her have been voices of concern for humanity that the selection of proper party in the current police recruitment system. In the case of developed countries, police officers are selected by screening focuses on excluding disqualified for police officer. In contrast, police officer recruitment system in Korea is aptitude test and an interview, and go out disqualified cut through the background investigation. Therefore, as the current hiring system in Korea it is impossible to completely exclude disqualified person. However the immediately institutions to improve recruitment is difficult to resolve the issue. Therefore police cadets’ training needs to be developed student’s public service ethics through enhanced ethic and humanistic education, as well as, excluding disqualified for police officer. This study examines the type of disqualified for police officer that occur during police cadets’ training. It has presented a plan to establish the sound public service by separating human factors and institutional factors. Strengthening plan of human factor is presented the development of assessment tools and evaluation of counseling centers for the exclusion party disqualified as an alternative. Strengthening institutional factors are the improvement of educational content and methods to be this way actively participate in education, and proposed a system built to exclude disqualified person over a total of three times more rigorously assess the current graduation functions.
