신임 경찰관 채용의 실태와 개선방안에 관한 연구

Abstract

The main duties of Police are to maintain public order and to prevention of risk. Due to different traits of police duties, the police official recruit system is discriminately operating. Success of organization operation depends on the quality of members. Therefore the selection of superior police officer will be go far toward enhance the value of public security service hereafter. Recent the preference of police official has brought about the number of applicants interested in the recruitment of police official has increased. The educational background of new appointment has been sharply increased. And a number of colleges, established department related police adminstration, has been produced many graduates. However the way of open recruit system in police is no change in the general situation. Accordingly it is necessary to change for the Korean police officials recruit system because of the change of public security environment and trends of applicants. This study probed largely into the problems with the entering the police. There are several problems which are the point at the entering path toward the police, the inordinate dependence on the written examination, the lack of validity on additional grade domain, the passive utilization of graduates specialized in police adminstration, and the unprofessional recruit structure. There should be taken various actions to improve current recruit system of police officers. There are the unification of the entering path toward the police, the diversifying of the valuation methods, the reorganization on additional grade domain, the active recruitment method, and the establishment of the academic-governmental cooperative training system. In order to meet local resident’s aspiration and become efficient police organization, it is important carrying out recruiting superior human resources. By taking these comprehensive actions it is certain that the good police officers will be selected.
