신임순경 교육훈련의 인식변화에 관한 연구

경찰교육훈련은 경찰의 직무수행에 필요한 지식과 기술을 습득시키고 가치관과 태도를 발전적으로 변화시키고자 하는 제반 활동을 의미한다. 여러 경찰교육훈련 중에서도 신임순경 교육훈련은 최일선에서 시민과 대면하는 순경의 가치관과 직업윤리의식을 형성시키는 면에서 다른 어떤 경찰 교육과정보다 중요하다. 이 연구는 신임순경 교육훈련에 대한 인식이 신임교육 중인 시점과 일선 배치 이후 시점 사이에서 어떤 차이가 나타나는지 탐색하는 것을 목적으로 했다. 일선현장에서 실질적인 경찰업무를 접한 초임경찰관이 느끼는 인식은 교육훈련 당시의 인식과는 차이가 있을 것인데, 무엇이 어떻게 차이를 보이는지를 확인하고자 하였다. 이를 위해 2010년 교육훈련 중에 실시되었던 조사와 2011년 일선배치 이후 실시된 조사에 모두 응답한 대상자 82명을 분석에 활용하였다. 조사분석은 신임순경 교육훈련의 교육내용 타당성, 교육설계의 적정성, 교수의 자질, 교육기간의 적정성, 교육만족도 등의 변인이 중심이 되었다. 조사결과 신임순경 교육훈련 설계의 적정성에 대한 인식이 교육훈련 당시와 일선배치 이후 유의미한 차이가 있는 것으로 나타났다. 즉, 일선배치 이후 신임경찰관은 교육훈련 중 일 때보다 신임교육훈련 중 실습 및 참여의 기회나 업무적용을 위한 실천계획이 보다 보완되어야 하며, 수업방식에서도 구체적 자료의 예시 등이 더 필요하다고 인식하는 것으로 나타났다. 이에 따라 이 연구는 결론적으로 현장실습 강화를 위한 제도개선, 신임교육과 직장훈련의 연계검토, 교과내용의 개편으로서 경찰정신에 대한 재검토 및 인권ㆍ인성ㆍ청렴에 대한 교육강화, 교육훈련에 대한 사후 검토 필요성 등을 제안한다.
Abstract
Police education and training are various activity that let police officers acquire knowledges, skills and change his or her own sense of values and attitude. Among the police education and training programs, Police cadets' education and training programs are the most important than any other programs. Because, police cadets' education and training programs make police cadets who meet citizens at the front line form his or her own sense of values and awareness of professional ethics. This study was aimed at exploring the difference of awareness of police cadets’ training between the point of on training and the point of frontline. For this research purpose, this study conducted a survey on 82 new police recruits currently receiving training in Central Police Academy as of March 2010 and employed at frontline police as of October 2011. They are same subjects that surveyed to same questionnaire. The survey was constitute several variables, validity of education contents, education design, instructor’s capability, education period, educational satisfaction and so on. It found that the awareness of validity fo education contents was significant difference between the two points of survey. Based on these results, this study deducted several policy implications. First, the curriculum design must be fixed to increase the opportunity to participatory learning and practice. Also, the feedback of assessment of education and training is essential elements of successful police cadets’ training.
