물질문명의 발달, 시민생활의 다양화, 복잡화 등으로 인해 각 시민의 안전한 삶을 위협하는 많은 위험요인들이 나타나고 있는데 그 중의 한 요인이 테러라고 볼 수 있다. 2008년의 예멘 미 대사관 폭탄테러, 파키스탄 수도 이슬라마바드의 메리어트 호텔 차량 폭탄테러, 인도 뭄바이 연쇄 테러 같은 사건은 우리인류에게 충격일 수 밖에 없으며, 전 세계인의 안전한 삶에 대한 불안감을 증폭시키고 있다. 2008년 9월, 국가정보원이 국회에 제출한 국감자료에 의하면 최근 5년간 국내에서 테러모의, 반미선동, 미군 및 주한 외국공관 정보수집 등 테러모의 활동을 벌이다 19차례에 걸쳐 적발된 국제 테러 연계세력 74명이 구속 또는 추방당한 것으로 밝혀졌다. 이러한 사실은 한국에서도 테러리즘의 발생이 언제든지 가능하다는 것을 의미하기 때문에 테러예방을 위한 국민의 경각심도 필요하고 정보의 적극적인 대테러 활동이 요구되는 것이다. 본 연구는 카운터 테러리즘에 있어서 경찰의 전문화 방향이라는 주제 하에 테러에 대한 일반적 논의와 함께, 카운터 테러리즘에 대한 각국의 경찰체제 및 한국경찰의 대테러 운용실태를 살펴보고 경찰의 전문화 방향을 제시하는데 연구의 목적이 있다.
Abstract
Recently, there are many terrorisms around the world in 2008. The American Embassy bomb terror in Yemen in 2008, Marriott hotel bomb terror in Pakistan, Mumbai terror in India in 2008 are good examples. These terrors causes fear and threatens safety life to mankind. The means of the Counter terrorism has been developed from the defensive activity against the terrorism that has begun to 1970's. The National Intelligence Service(NIS) presented report to the Korea National Assembly in september 2008. According to this report, the NIS arrested 74 international terrorists conspired terrorism, collected informations related to important korean national facility, the American forces facility, and foreign country embassies. These facts means the Korea is not exceptional country to terrorism and is always possible to cause terrorism. It is necessary to arouse public attention to terrorism and to positive counter-terrorism activity by the government. The title of this study is the direction of police specialization in counter-terrorism. This study covers general discussion of terrorism, police's counter-terrorism system in other countries, counter-terrorism operation system in Korea, and aims to present direction of police specialization in counter-terrorism.
