미국의 9․11 이후에 아프가니스탄과 이라크를 대상으로 한 대테러 전쟁에 대하여 한국 정부는 지지와 파병을 결정하였다. 이로 인하여 아랍 테러조직에 의한 한국인 대상 테러범죄가 점진적으로 증감을 반복하고 있는 추세이다. 한국은 국제 사회가 테러범죄에 대한 심각한 인식을 하기 이전부터 북한에 의한 국가지원 테러범죄의 직접적인 피해 국가였다. 그러나 국민의 정부와 참여정부 시대에 남북한 화해분위기 조성 등의 원인에 의하여 국내외에서 지속적으로 발생하던 북한의 국가지원 테러범죄가 발생하지 않고 있는 상태이다. 그러나 현재 한국은 국외에서 아랍 테러조직 등에 의한 피해가 속출하고 있으며 또한 국내에서도 북한 또는 아랍 테러조직 등에 의한 테러범죄 위협이 존재한다고 보아야 할 것이다. 이에 본 연구는 최일선에서 치안 업무를 담당하고 있는 경찰관의 대테러 위기관리에 대한 인식을 살펴보았다. 그 결과는 다음과 같다. 첫째, 응답자가 테러범죄 출동․진압경험은 낮은 것으로 나타난 것으로 보아 국내에서는 테러범죄가 발생하지 않은 것으로 분석할 수 있으나 테러범죄에 대한 위협, 심각성, 두려움에 대한 인식은 상대적으로 높은 것으로 나타났다. 둘째, 테러범죄 출동․진압경험에 따른 대테러 위기관리에 대한 유의한 차이는 완화단계에서만 있는 것으로 밝혀져 가설1은 부분 채택되었다. 셋째, 테러범죄 두려움 인식 집단에 따라서 대테러 위기관리에 유의한 차이는 보통형과 무감각형 간에 유의한 차이가 있는 것으로 분석되어 가설2은 부분 채택되었다. 넷째, 한국을 대상으로 발생한 테러범죄 인식 집단에 따른 대테러 위기관리에 대한 유의한 차이는 모든 단계에서 유의한 차이가 있는 것으로 나타나 가설3은 채택되었다.
Abstract
The Korean government made a decision to support the counter-terrorism war against Afghanistan and Iraq started by the United States since the 9.11 incident, and to dispatch soldiers. As a result, Arab terrorist groups are gradually repeating increase and decrease of crimes of terror aimed at Koreans. Korea became a subject of crimes of terror with national support before international society started to become seriously aware of terrorist crimes, because it was a target of North Korea. However, North Korean crimes of terror with national support that continuously occurred in Korea and overseas, have stopped due to an atmosphere of reconciliation between South and North Korea created by the age of the people's government and current administration. Yet Korea is being victimized overseas by Arab terrorist groups, and even in Korea, it can be said that the threat of crimes of terror by North Korean or Arab terrorist groups exists. Therefore, this study examined the awareness on counter-terrorist crisis management of police officers, who handle peace and security duties on the very front line. The results are as follows. First, judging by the fact that subjects had low experience in terrorist crime mobilization and suppression, it could be analyzed that crimes of terror did not occur in Korea, but the awareness of threat, seriousness and fear of crimes of terror were comparatively high. Second, there was a significant difference in counter-terrorism crisis management according to terrorist crime mobilization or suppression experience only in the stage of ease, so hypothesis 1 was proved to be right. Third, there was a significant difference between normal type and insensitive type of terrorist crime fear awareness groups for counter-terrorist crisis management, so hypothesis 2 was proved to be right. Fourth, there was a significant difference in all stages of counter-terrorism crisis management according to groups that were aware of terrorist crimes aimed at Korea, so hypothesis 3 was proved to be right.
