기원전 8세기 중반 라티움의 작은 마을에서 시작된 로마는 약 600년 후인 기원전 2세기 중반에 동부와 서부 지중해를 아우르는 제국이 되었다. 로마인들이 외국 문화와 외국인에게 개방적이었다는 것은 널리 인정받고 있다. 기원전 1세기 초 동맹국전쟁(벨룸 이탈리쿰)이 끝날 무렵 이탈리아 반도의 동맹국 시민들은 로마 시민권을 받았고, 서기 3세기 초에는 안토니누스 칙법에 따라 로마 제국의 모든 자유인에게 로마 시민권이 부여되었다. 이로써 로마 통치하에 있는 지중해 세계는 명실상부하게 로마제국의 일원이 되었다. 아테네 민주정치의 황금기였던 페리클레스 시대에 매우 폐쇄적으로 운영된 시민권 제도와 비교하면 시민권에 대한 로마의 개방성은 이론의 여지가 없어 보이고, 이는 로마가 제국으로 발전할 수 있었던 중요한 요인 중 하나였다고 할 수 있다. 그러나 이탈리아 반도와 지중해 세계에서 시민권이 완전히 개방되기까지는 많은 성장통과 갈등이 있었다는 점을 기억해야 한다. 이 글은 로마의 외국인, 외국 문화에 대한 개방성은 확장 과정에서 체득한 실용성과 공공성의 산물이었음을 밝힌 것이다. 이탈리아 반도와 지중해 세계로의 확장 과정에서 외국인과 외국 문화에 대한 차별이나 거부감을 표현한 사례를 찾을 수 있기 때문이다.
Abstract
Rome, founded in the mid-8th century BC in a small town in the Latium, became an empire encompassing the eastern and western Mediterranean Seas in the mid-2nd century BC, about 600 years later. It is widely acknowledged that the Romans were generally open to foreign cultures and foreigners. At the end of the Social Wars (Bellum Italicum) in the early 1st century BC, citizens of the allies in the Italian Peninsula received Roman citizenship, and in the early 3rd century AD, the Constitutio Antoniniana was issued, granting Roman citizenship to all free men in the Roman Empire, making the Mediterranean world a true Roman empire. Compared to the very closed citizenship system during the Pericles era, the golden age of Athens, which had developed democracy, it can be said that Rome's openness regarding citizenship was one of the important factors that enabled Rome to develop into an empire. However, it should be remembered that there were many growing pains and conflicts before citizenship was completely opened in the Italian Peninsula and the Mediterranean world.
