Abstract

This long essay attempts to survey analytically the rise and fall of the Roman empire: firstly to give a synoptical view of the history of Roman empire in three stages of rise, sustenance, and fall; secondly, to explain how the trends of each stage revealed itself as such. Naturally, emphasis of argumentation and claim of originality rest on the latter, and the author hopes to provide a case for future comparative studies on the historical empires. Chapter 2 describes the rise of the Roman empire from the 4th to first centuries in 4 stages of conquests over Italy, the western Mediterranean, the eastern Mediterranean, and finally the Gaul, while the next chapter is devoted to explanation of the given conditions or virtues of Rome that had made possible the rapid growth into an empire, such as republican constitution, military system, and the confederation of the Italian allies. As to the second stage of long-term sustenance of empire, the so-called Pax Romana, two aspects are emphasized as its secrets (chapter 4): firstly, while the constitutional transformation from republic to virtual monarchy (principatus) was inevitable for the sake of efficient management of the vast and huge territorial conglomerate, early emperors including Augustus instantly realized that further expansion would be futile as well as harmful, for successful military commanders would emerge as possible threat to the security of imperial power; secondly, due to the political culture of ancient Mediterranean basin characteristically strange to the centralized or bureaucratic officialdom, there had developed between the center (emperors at Rome) and the provinces a peculiar administrative system substantially dependant upon the cooperative and autonomous ruling elites of provincial cities, a very delicate and vulnerable one that could be sustained thanks to the fortune of non-existence of serious external impacts for two centuries. Lastly, chapter 5 discusses on the final stage (crisis and fall) of the Roman empire with particular emphasis on the causes of the change. The author's opines that the ultimate cause has to be sought from without, not within. Namely, the internal symptoms of disintegration were apparently critical, for they were mostly disclosed when the delicate internal system of integration began to malfunction and collapse due to growth of the external pressure from the barbarians (both the Germans and the Persians) to the unprecedented extent.
