시민성에 대한 교육학적 탐구: 역사적 기원을 중심으로

현대 사회가 민주주의를 지향하는 한 그것의 성패는 시민교육을 통해 어떤 시민이 길러지는가에 따라 결정된다. 우리나라도 지난 70여년의 시간동안 민주주의의 실천과 이를 위한 시민의 양성에 상당한 노력을 기울여오고 있다. 그러나 여전히 우리의 시민교육은 제 자리를 잡지 못한 채 기능이나 역할도 제한적인 상황이다. 여기에는 시민성그 자체에 대한 이해의 부족도 관련되어 있다. 이런 맥락에서 이 글은 우선 시민성의 역사적 기원 혹은 이상향으로여겨져 온 고대 아테네와 로마 시대의 시민성을 검토한다. 이 시기에 이루어진 논의들은 오늘날 시민 사회의 형성에도많은 영향을 미쳐왔다. 예컨대, 우리는 민주주의 사회의 형성이나 법 제도의 정비 등 시민성의 형성과 관련하여이들에게 상당한 빚을 지고 있다. 이를 바탕으로 이 글은 오늘날 시민교육이 직면한 문제, 즉 시민의 권리와 의무의기반은 무엇인지, 최근 논의되고 있는 세계 시민성의 교육과 관련된 이슈 등을 논의한다.
Abstract
This study assume that modern society confronts the complexity of civil education. This situation requires that attempts to solve these problems based on educational interpretation of citizens' historical origins. As long as modern society is oriented toward democracy, its success is determined by what citizens are educated through civic education. S. Korea has been making considerable efforts to practice democracy and cultivate citizens for the past 70 years. However, our civic education is still limited and its functions and roles are restricted. There is also a lack of understanding of citizenship itself. In this context, this article first examines the ancient civilizations of Athenian and Roman times which have been regarded as historical origins or ideals of civic character. The discussions made at this time have had a great impact on the formation of civil society today. we still have a substantial debt to them in connection with the formation of democratic societies and the formation of citizenship, such as the maintenance of legal systems. Based on this, this article discusses the issues facing civic education today, such as the basis of citizens' rights and obligations, and issues related to the education of global citizenship that is being discussed recently.
