Abstract
The purpose of this study is to examine how the leadership behaviors of the central government in Korea affect the behaviors and performance of organizational members and how the effectiveness of these leadership behaviors varies according to the level of goal ambiguity. In contrast to the skeptical views that the management behavior of the public managers will not be effective, this study shows that the leadership behaviors in the public organization positively affects the behavior of the members as a whole. Although the effectiveness of such leadership behaviors under the average level of goal ambiguity in the central administration of Korea has declined, it still has a positive impact. And the effectiveness of some leadership behaviors varies according to the level of goal ambiguity. First, the positive effect of instructional leadership on organizational commitment decreases as the level of goal ambiguity increases. When the goal ambiguity reaches a very high level, it rather has a negative effect on it. Second, the positive effect on the productivity of transformative leadership also decreases as the level of goal ambiguity increases, and when the goal ambiguity became seriously higher, it results in lowering individual productivity. Finally, delegative leadership behaviors contribute more to organizational commitment and productivity in the higher level of goal ambiguity rather than lower level.
