Abstract

In order to improve the quality of public services and adapt to the complex administrative environment, public organizations are constantly demanding innovative work from organizational members. Therefore, the present study examines the effects of organizational goal clarity on employees` vocational self-efficacy and innovative behavior with the mediating role of vocational self-efficacy and the moderatedmediating role of public leadership. The results of the present study are as follows. First, organizational goal clarity has a direct effect on employees` vocational self-efficacy. This result can be interpreted as reflecting the goal-setting theory. Second, when an organization presented a clear and concise goal, employees’ innovative work behavior increased via employees’ vocational self-efficacy. Finally, the moderated mediation effects of public leadership are verified. The theoretical and practical implications of our study are presented.
