발달장애인 주간활동서비스의 쟁점과 과제: Gilbert & Terrell의 정책분석모형을 중심으로

초록

본 연구의 목적은 발달장애인의 주간활동서비스에 대한 주요 쟁점을 분석함으로써 제도의 개선방안을 실증적으로 도출하는데 있다. 이를 위해 Gilbert & Terrell의 정책분석 모형인 산출분석의 서비스 대상, 급여, 전달체계, 재정의 네 가지 차원을 적용하여 분석하였다. 분석결과 전체 발달장애인이 서비스를 이용할 수 없는 한계가 있고, 급여는 시간과 장소에 따라 필요한 서비스를 받는 데 어려움이 있었다. 전달체계에서 서비스 결정권을 사실상 보장받지 못했고, 주간활동서비스 제공인력의 전문성은 부족하였다. 재정은 발달장애인에게 주어지는 지원 수준이 부족한 것으로 분석되었다. 이를 바탕으로 주간활동서비스의 개선방안을 제시하면 다음과 같다. 첫째, 해당 법률과 지침 개정으로 주간활동서비스의 보편성을 확보해야하며, 이용자 제외대상 기준과 연령기준을 완화해 지역사회에서 통합된 삶을 지향해야 한다. 둘째, 발달장애인의 특성과 이에 적합한 다양한 서비스들이 개발되어야 하고, 주간활동서비스의 이용과 개발과정에서 발달장애인이 참여할 수 있는 기회를 보장하여야 한다. 셋째, 주간활동서비스에 대한 발달장애인의 선택과 통제가 가능하도록 개인예산제도의 도입을 고려할 필요가 있다. 또한 제공인력의 전문성을 향상시키기 위해 교육시간을 확대하고 실제 현장에서 사용할 수 있는 교육내용으로 강화해야 한다. 넷째, 지원시간과 단가확대가 선행되어야 하며, 주간활동서비스의 총량을 발달장애인의 욕구에 맞게 조정할 수 있는 사업의 도입 필요성을 제시하였다.

Abstract

This study aims to empirically derive measures and guidelines to improve the system by analyzing the main issues of day activity services for people with developmental disabilities. To this end, the four dimensions of service target, salary, delivery system, and finance under Gilbert & Terrell's policy analysis model, were applied and analyzed. As a result of the analysis, in terms of service target, there was a limitation in that all people with developmental disabilities could not use the service. In terms of salary, it was difficult to receive the necessary service depending on the time and place. In terms of the delivery system, the right to make service decisions was virtually not guaranteed, and the expertise of day activity service providers was insufficient. In terms of finance, it was analyzed that the level of support given to people with developmental disabilities was insufficient. In order to improve these problems, first, it is necessary to secure the universality of day activity services by revising the relevant laws and guidelines. It is necessary to aim for an integrated life in the community by easing the criteria and age standards for user exclusion. Second, the characteristics of people with developmental disabilities and various services appropriate to them should be reflected in salary, and opportunities for people with developmental disabilities to participate in the use and development of day activity services should be guaranteed. Third, in the delivery system, it is necessary to consider the introduction of a personal budget system so that people with developmental disabilities can select and control day activity services. In addition, for the purpose of improving the expertise of the service providers, training hours should be greatly expanded and reinforced with training contents that can be used in the actual field. Fourth, in finance, support time and unit-price increase must precede. It is necessary to introduce services and vouchers that can be adjusted to suit the needs of people with developmental disabilities.
