경찰이 지역사회의 다양한 수요에 대응하는 서비스를 제공하면서 활동영역이 확대되었지만, 해당 분야에서 경찰의 역량에 대한 의문점이 제시되곤 한다. 최근 부산의 학교전담경찰관이 담당 여학생과 부적절한 관계를 가진 것으로 밝혀져 학교전담경찰관 제도 개선의 필요성이 요구되었다. 이 사건을 계기로 제도에 대한 변화도 필요하겠지만, 담당 경찰관이 인식하는 직무환경에 대한 인식을 조사하고 그들이 느끼는 조직몰입도에 대한 연구가 필요한 시점이다. 하지만, 학교전담경찰관에 대해서 실증적인 접근을 통해 조사한 선행연구는 매우 부족하다. 이 연구는 학교전담경찰관에게 직무환경에 대해서 설문하고, 조직몰입도와 관련성이 있는지 알아보기 위한 목적으로 수행되었다. 직무환경은 교내외에서 발생하는 문제의 심각성에 대한 인식, 1인당 담당학교의 숫자, 업무별로 할애하는 시간, 지원이 필요한 분야에 대한 인식 등에 대한 항목을 포함하였다. 연구의 결과, 응답자는 학생들의 사이버 따돌림이 가장 심각한 것으로 인식하였고, 상담 업무에 가장 많은 노력을 기울이고 있었다. 1인당 11개 이상의 학교를 담당하고 있는 상황과 관련하여 추가적인 인력의 보충을 가장 시급하게 필요로 하는 것으로 응답하였다. 직무환경 중에서 강의와 기타 업무에 할애하는 시간이 조직몰입과 유의미한 관련성을 보여 주었고, 이에 대한 정책적 개선방안이 논의되었다.
Abstract
The police provide a variety of services to the community while the effectiveness is still in question. Recently, the school police officer program was under scrutiny due to the news about an officer in Busan having an inappropriate relationship with a female student whom he was supposed to supervise. While there is a need for study on school resource officers regarding their perception towards occupational environment and organizational commitment, very few studies examined the topic with empirical methods. The current study surveyed school resource officers for their occupational environment and investigated if their perception is correlated with their organizational commitment. The questions on occupational environment include their perception about the seriousness of school-related problems, the number of schools which they were deployed, hours they have worked for specific duties (counselling, lecture, law enforcement, and others), and their needs for additional support. The results indicated that the respondents considered cyber-bullying as the most serious problem and spent the most time in counselling of students or teachers. Moreover, they needed more officers for the position as they were working for more than 11 schools in the jurisdiction. The multivariate analysis showed that the number of hours they spent on lecture and other duties were significantly related with their organizational commitment, and policy implications were discussed.
