경찰청은 최근 증가하고 있는 다양한 유형의 안전 수요에 전문적으로 대응하기 위해 전담경찰관 제도를 시행하고 있다. 학교전담경찰관 제도는 2012년 처음 시행하여 지난 몇 년간 학교폭력에 대응하기 위한 활동을 다방면에서 전개하고 있다. 소속 경찰관들은 타 부서에서 이직하는 방식으로 배치되었기에 이들의 역할에 대한 인식과 역할 갈등에 관련한 연구가 필요하다. 이 연구는 학교전담경찰관이 자신들의 역할(경찰관, 교육, 상담, 기타 지원 등)에 대해 인식하는 이상적인 비중과 실제 역할의 비중을 조사하고, 두 비중의 차이로 설정한 역할갈등이 그들의 직무만족도와 관련이 있는지 살펴보기 위해 수행되었다. 설문의 대상은 수도권과 비수도권에 위치한 4개 지방경찰청 소속의 학교전담경찰관이고, 자료는 2015년 여름에 수집되었다. 연구의 결과, 응답자는 경찰관의 역할에 있어서 실제 수행하는 노력이 이상적인 비중보다 낮은 것으로 인식하였고, 그 차이는 나머지 세 가지 역할보다 더 큰 것으로 나타났다. 또한, 세부역할에 대한 현실과 이상적 비중의 차이를 모두 더한 개인의 역할갈등 수준은 직무만족도와 유의미한 관련을 보였다. 다중회귀분석의 결과에서 역할갈등이 클수록 직무만족도가 낮은 것으로 나타났고, 세부적으로는 기타 지원에 대한 역할갈등이 직무만족도에 유의미한 영향을 주었다. 이를 바탕으로 학교전담경찰관의 역할갈등을 줄이기 위해 교육훈련과 전문 인력의 채용을 확대할 필요가 있고, 전담경찰관들의 독립성을 확보할 수 있는 정책적 방안이 고려되어야 할 것으로 보인다.
Abstract
The school resource officer(SRO) program has begun in 2012 as an attempt to respond to school violence in a more professional manner. The Korean National Police Agency, however, deployed the officers at first by transferring them from the existing officer pool not by recruiting new specialized personnel. The literature do not have much information about the officers’ role perception and the level of role conflict. In this study, the author surveyed the school resource officers for their role perception in four dimensions(law enforcement, education, counseling, other activities). More specifically, they were asked about their idealistic proportion of efforts in the four sectors and their realistic efforts in the field. The role conflict was measured by the difference between the idealistic and realistic proportions in the area. Then, the researcher examined if their perception of role conflict had a relationship with the officers’ job satisfaction level. Participants were SROs working in four regional police headquarters in summer of 2015. The results indicated that the respondents were making efforts less in the law enforcement role compare to their idealistic perception, and the difference was greater than those of the other three role dimensions. The multiple regression analyses showed that the greater the role conflict between the reality and the ideal, the lower the job satisfaction level. Among others, the role conflict in other activities were significantly related to their job satisfaction level. In order to alleviate role conflict, the policy makers need to consider recruiting more specialized officers in school violence, providing more training and education to SROs, and other innovative ways to encourage autonomy of the officers.
