독일 사민당과 제3의 길: 합리적 선택 제도주의적 설명

본 연구는 독일 사민당의 ‘제3의 길’이 구조적 요인에 의해 강제된 불가피한 선택이 아니라 다양한 행위자 간의 역동적 권력관계 변동의 산물이자 전략적 선택으로 보아야함을 논증한다. 1980년부터 1999년까지 독일 사민당 내부에는 ‘쇄신파’, ‘전통파’ 및 ‘신좌파’의 세 가지 이념적 분파 간의 경쟁관계 또는 균형관계가 존재하였다. ‘신중도’ 노선의 등장과 전면화는 1999년 라퐁텐의 사임 및 슈뢰더-블레어 선언 발표 시점부터 본격화되었으며 2007년 함부르크 강령개정을 통하여 완료되었다. 즉, 독일 사민당의 ‘신중도’ 노선은 다양한이념적 분파 간의 경쟁의 산물이었으며 최종적으로 당권을 장악한‘쇄신파’의 전략적선택이었다. 그 과정에서 사민당은 라퐁텐을 위시하여 4분의 1에 달하는 사민당 당원의탈당과 주, 연방, 유럽의회를 망라하는 전 영역에서의 심각한 선거참패를 경험해야만 했다. 즉, ‘제3의 길’은 다양한 행위자 간의 역동적인 역학관계 속에서 이루어진 전략적 선택이며 이 전략적 선택은 다양한 차원에서의 복합적 상호작용을 통하여 사민당위기나 국민정당의 위기와 같은 예기치 않았던 비합리적 결과를 낳았다고 볼 수 있다.
Abstract
This article tries to reconstruct the third way of the German SPD not as an unavoidable process, forced through external factors, but as a product of the dynamic change of power relations and strategic choices between diverseactors. From the end of the 1980 to 2007 there were competitive relationsor balance between three factions, ‘Traditionalist’, ‘Modernisierer’ and ‘NewLeft’ in the German SPD. Dominance of the Third way of the German SPDbegan at the time of resignation of Lafontaine, a representative of ‘Traditionalist’and publication of the Blair-Schroeder Paper. The ‘Third Way’ was the productof ideological competition between the three factions and the strategic choiceof the ‘Modernisierer’ faction, which finally gained the power. During theprocess, the SPD had one fourth of its party members succeed and electiondefeats in every dimension. It means, the ‘Third Way’ was a strategic choice,made through dynamic power relations between diverse actors and the choicelead to an irrational result in a complicated process of interaction, including a weakening of the SPD.
