한국 당원의 정당인식과 소속정당 만족도: 정책, 리더십, 그리고 당내민주주의

이 글은 우리의 정당들이 과연 민주적이고 개방적인 형태로 운영되고 있는지 정당에 소속되어 있는 당원들의 인식을 중심으로 검토하고 과연 우리의 정당들이 변화된 정치환경이 요구하고 있는 개혁의 목소리를 얼마나 담아내고 있는지 파악하려는 목적을 담고 있다. 분석의 내용은 계파갈등의 존재와 의사결정과정의 위계성, 당원 및 유권자들과의 소통 등 당원의 당내 이슈인식, 그리고 공직후보자 추천과 정강 및 정책의 결정 등 정당의 중요한 의사결정에 당원의 의견이 얼마나 반영되는지에 초점을 맞추고 있다. 분석결과, 한국의 당원들이 소속정당에 대해 갖는 만족도는 다른 어떤 요인보다도 당 내부의 존재하는 갈등의 정도와 의사결정과정의 민주성, 그리고 소통을 통한 의견반영 등 민주적인 절차와 관련된 요인들에 의해 크게 좌우되고 있었다. 이는 현재의 상황에서 정당에 직접적으로 참여하고 있는 당원들이 소속정당에게 그들이 체감할 수 있는 당내민주주의 수준의 질적인 고양을 핵심적으로 요구하고 있음을 명확히 보여주는 것이다.
Abstract
Based on the opinion survey of the party members, this article examines whether our political parties are operated in a democratic way and how much of the political parties reflect the voices of reform demanded by the changed political environment. Specifically, it analyzes the party member’s perception on several within-party issues, such as the existence of sectarian conflict, the way of the decision-making process, communication with party members and voters. In addition, it also investigates how party members evaluate intra-party democracy in terms of the recruitment of candidates for public office and the decision of party platform. It is found that the satisfaction of party members is largely affected by the factors relevant to intra-party democratic procedures, such as democracy in the decision-making process and reflection of members’ opinions through communication. This shows clearly that the party members are asking their party to focus more on the improvement of intra-party democracy beyond opening participation to the electorate.
