본 연구는 한국 유권자들의 정당일체감 형성에 영향을 미치는 요인을 분석한다. 특히 새누리당과 민주통합당을 중심으로 각 정당이 제시하는 정치적 대안을 통해 유권자들이 정당일체감을 형성해가는지를 모색한다. 이를 위해 우선 지역별 정당일체감의 통시적 변화를 살펴보고, 정당일체감이 지역적 차별성에 종속되지 않고 출신지역 이외의 요인에 의해 형성될 가능성을 보인다. 다음으로, 한국 정당정치의 특성을 고려한 후 정당의 정책과 정강, 정당지도자 및 지역 정당활동가의 능력과 자질 등의 정당내적요인이 정당일체감 형성에 미치는 영향력에 대한 경험적 가설을 제시한다. 제19대 총선 직후 실시된 설문조사 자료를 활용하여 가설을 검증한 결과는 다음과 같다. 첫째, 정당지도자의 능력과 자질은 한국 유권자의 정당일체감 형성에 독립적인 영향력을 지닌다. 둘째, 정당의 정책과 정강은 일정 정도 정당일체감 형성에 영향을 미치지만, 선거 시기 유권자 동원을 위해 일시적으로 제시되는 선거이슈에 의해 독립적 영향력을 구별하기는 힘들다. 셋째, 지역 정당활동가는 한국 유권자의 정당일체감 형성에 유의미한 영향을 미치지 못하고 있다.
Abstract
This article explores whether party identification among Korean voters is developing as a new source of voter mobilization by political parties. In particular, focusing on the Saenuri Party and the Democratic United Party, it examines the role of internal party factors such as party platforms, party leaders and party activists on the development of party identification. In so doing, it first shows that Korean voters do not completely identify themselves with a specific party based on their regional attachment, which implies an independent development of partisanship from the traditional impact of regions on voter mobilization. Second, after analyzing a survey data, I find that the internal party factors to some degree have influence on the development of party identification. Specifically, Korean voters develop their party identification as they come to recognize much clearer difference between parties through the policy and the leadership alternatives. But the impact of the party activists on the development was shown to be negligible.
