이 글에서는 당원조직율, 수입구조, 의사결정구조 등을 중심으로 우리 정당의 조직과 운영을 분석해 보았다. 이러한 이 글의 논의결과에 따르면 먼저 현 우리 정당은 유권자 중심의 개방형 당원구조를 가지고 있으며, 당비보다 국고보조금에 크게 의존하고 있는 것으로 나타났다. 또한 정당의 운영과정에서 당원보다는 유권자를 중시하며, 의사결정은 고위당직자나 국회의원에 의해 하향식으로 이루어지고 있는 것으로 확인되었다. 뿐만 아니라 당원의 인지적 태도 역시 정당을 선거 중심적으로 이해하고 있다. 이러한 이 글의 분석결과에 따르면 우리 정당이―비록 완전한 형태는 아니라고 할지라도 상당한 수준에서―‘포괄정당(catch-all party)’과 ‘선거전문가정당(electoral-professional party)’ 등과 특성을 공유하고 있는 미국식의 ‘지지자정당(unterstuetzer partei)’ 혹은 ‘원내정당모델’과 유사한 특성을 보인다고 할 수 있다. 문제는 우리 정당의 이러한 특성이 정당발전의 저해요소와 밀접한 관계가 있으며, 따라서 정당발전을 위해서는 유럽식의 ‘당원정당모델’이 보이는 특성을 강화할 필요성이 있다는 것이다.
Abstract
This paper explores party membership, financial structure, intra-party decision-making mechanisms, and activity orientation of the political parties in South Korea. The analysis of this paper shows several important findings. First, the Korean political parties have open membership structure with supporters of the central figure. Second, they rely financially on the subsidies. Third, intra-party decision-making of the Korean political parties takes top-down process. There is predominance of professional leadership groups, namely the parliamentary party groups. And lastly, the Korean political parties are highly vote-seeking parties, which give primary emphasis to maximize votes and win elections. This all suggests that the Korean political parties may be characterized as the 'unterstuetzer partei' like the American version of political parties.
