Abstract
In the wake of the third wave of democratic backsliding since the 2010s, this article seeks to contribute to the theoretical debate on the democratic backsliding by examining cases of Hungary and Poland. Such effort is necessary and urgent given the conceptual chaos and lack of analytic clarity in the theoretical debate on democratic backsliding. By investigating the cases of Hungary and Poland, this article found that it is elected executives who aggrandized political power in undemocratic and unprecedented manner, that led to democratic backsliding. Elected executives severely weaken checking powers of legislative branch by arbitrarily undermine and change legislative procedures and the role of opposition parties in the parliament. Also, elected executives weaken judiciary power by extending executives’ control over personnel appointment, organization and legal procedures of the courts. In sum, power aggrandizement by elected executives led to democratic backsliding by disrupting institutional checks and balances of democratic regimes. Elected executives also threat democratic regime by constraining power of independent media and undermining the role of civic organizations. By curbing the deliberative function of civil society, the executive aggrandizement paved the way to democratic backsliding. In other words, democratic backsliding by executive aggrandizement is quite distinct from the democratic breakdowns in the last century which happened through military coups or electoral fraud. This finding tell us that future research should focus on the changing relationship between executives and legislative and judiciary branches and disruptive relationship between executives and civil society across new democracies. Also our findings indicate that future research need to accumulate cases studies of executive aggrandizement for a better understanding of current wave of democratic backsliding in Asia, Latin America and other regions.
