Abstract

This study outlined how the level of 'Trust' among the factors constituting social capital is related to democratic backsliding occurring in a country level. Hungary and Poland were chosen as typical examples of democratic backsliding, and after describing the democratic backsliding experienced by these two countries, the level of trust, a measure of social capital, was tracked. For analysis, personal and collective trust data collected by WVS is applied. As a result, in both cases, the causality between personal trust and democratic backsliding was not clearly revealed. Even in terms of collective trust, the trend fluctation does not seem to be related to democratic backsliding. However, it can be confirmed that collective trust has been fixed at a low-level after democratization, and based on this, we could assume that this low-level of trust has become the soil that tolerates democratic backsliding. The data currently available is very limited and therefore difficult to draw strong conclusions. However, this study may help deepen the future researches on the relationship between social capital and democracy.
