국방 부품국산화 성공률 향상 방안 연구-운영유지단계 부품국산화 연구개발을 중심으로-

Abstract

The Army is executing a defense logistics support budget of 2.6 trillion KRW in 2024 for the operation and maintenance of its weapon systems. However, it is facing difficulties, particularly in the procurement of foreign components and the management of overseas outsourcing repair services. To address the challenges in foreign procurement, a national defense localization policy has been established. This policy includes initiatives such as the weapon system component localization projects led by the Defense Acquisition Program Administration (DAPA) and the Korea Institute of Defense Technology (KIDT), as well as the component localization projects at the operational maintenance stage, led by each military service’s logistics commands. Despite these efforts, the success rate of the Army’s operational maintenance phase component localization in the past 10 years has been only 12%, which is less than half of the 78% success rate achieved for overall weapon system component localization. Since 2021, in response to the increasing exports of the K-defense industry and to secure overseas supply chains for future logistics support, South Korea has established a civil-military MRO (Maintenance, Repair, and Overhaul) plan. A key priority in this plan is to quickly establish a domestic supply chain and procurement sources by expanding component localization. This study presents four strategies for achieving a 50% success rate in the Army's operational maintenance phase component localization: 1. Shift non-economic items to a government-led research and development model. 2. Provide a qualification review bonus to companies that succeed in component localization when they participate in military procurement. 3. Revise the criteria for selecting development target items, prioritizing those with high annual procurement value or lower development difficulty, rather than focusing solely on procurement challenges. 4. Promote collaboration with government-funded organizations to provide technical consultation and testing/inspection equipment to small-scale development companies. Based on this research, it is hoped that the success rate of component localization research and development at the operational maintenance stage for all branches of the military will improve.
